nize as indispensable American authority, guidance

and protection, and there is no public opinion in

the Island.

form of Government such as is suggested or some-

thing similar.

6. In the meantime the plan suggested should

be provisionally applied where the War is not in

progress.

tablished.

Necessity of careful selection of Offi-

The Commission does not approve of assimila-

ting the Tariff of the Philippines with that of

the United States, the differences being fundamen-

tal

fundamental and irreconcilable.
